The Collapse of the 28-Article Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new 28-article proposal for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of contrasting events captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are delivered from different nations. Significant resources is expended on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, most likely supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't cause damage this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Soon after, a automatic firearm opened up on a aerial vehicle close by, part of a mobile-fire group – most likely Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period encapsulated Ukraine's critical military reliance on Western support – a reliance that European nations are evidently unprepared to fill in the short term.

Failed Diplomacy

The comprehensive proposal from US administration sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration operates on a premise understood by seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House assumes that it is impossible to pressure the Kremlin to abandon the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, US leadership does nothing to deter Moscow, through diplomacy or military means, from believing that the status quo will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Objectively, there are no real preconditions for a ceasefire. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their objective will now be much harder after recent developments, it remains very improbable that this will change their overall approach.

These two forces are influencing discussions.

Conclusion and Outlook

It took a only one week to kill the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.

While new proposals based on old ideas are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
